        It is a universal fact that cinema is a visual medium. Films have the power to overwhelm our senses as well as our minds, subjecting us to a variety of experiences that can range from the sublime to the devastating. City lawmakers in Brazil have enacted what appears to be the nation’s first legislation written entirely by artificial intelligence (AI) — even if they didn’t know it at the time.

The experimental ordinance was passed in October in the southern city of Porto Alegre and city councilman Ramiro Rosário revealed that it was written by a chatbot, sparking objections and raising questions about the role of artificial intelligence in public policy.

Rosário told The Associated Press that he asked OpenAI’s chatbot ChatGPT to craft a proposal to prevent the city from charging taxpayers to replace water consumption meters if they are stolen. He then presented it to his 35 peers on the council without making a single change or even letting them know about its unprecedented origin. The 36-member council approved it unanimously and the ordinance went into effect on Nov. 23.

The arrival of ChatGPT on the marketplace just a year ago has sparked a global debate on the impacts of potentially revolutionary AI-powered chatbots. While some see it as a promising tool, it has also caused concerns and anxiety about the unintended or undesired impacts of a machine handling tasks currently performed by humans.

Porto Alegre, with a population of 1.3 million, is the second-largest city in Brazil’s south. The city’s council president, Hamilton Sossmeier, found out that Rosário had enlisted ChatGPT to write the proposal when the councilman bragged about the achievement on social media. Sossmeier initially told local media he thought it was a “dangerous precedent.”

The AI large language models that power chatbots like ChatGPT work by repeatedly trying to guess the next word in a sentence and are prone to making up false information, a phenomenon sometimes called hallucination.

All chatbots sometimes introduce false information when summarizing a document, ranging from about 3% of the time for the most advanced GPT model to a rate of about 27% for one of Google’s models, according to recently published research by the tech company Vectara.

In an article published on the website of Harvard Law School’s Center of Legal Profession earlier this year, Andrew Perlman, wrote that ChatGPT “is a machine learning system, it may not have the same level of understanding and judgment as a human lawyer when it comes to interpreting legal principles and precedent. This could lead to problems in situations where a more in-depth legal analysis is required”.

There was no such transparency for Rosário’s proposal in Porto Alegre. Sossmeier said Rosário did not inform fellow council members that ChatGPT had written the proposal.

Rosário told the AP his objective was also to spark a debate. He said he entered a 49-word prompt into ChatGPT and it returned the full draft proposal within seconds, including justifications.

And the council president, who initially decried the method, already appears to have been swayed. “I changed my mind,” Sossmeier said. “I started to read more in depth and saw that, unfortunately or fortunately, this is going to be a trend.”

There are very few anthropomorphic figures. The second group comprises the lines, which are generally straight lines that criss-cross certain parts of the pampas in all directions. Some are several kilometres in length and form designs of many different geometrical figures - triangles, spirals, rectangles, wavy lines, etc. Others radiate from a central promontory or encircle it. Yet another group consists of so-called 'tracks', which appear to have been laid out to accommodate large numbers of people.

How do people overcome fossilization and achieve nativelike fluency in second language acquisition?

There are a lot of common misconceptions about fossilization and language development. It's impossible to correct all of them in a post here, but I'll address a few that have been mentioned below.

Fossilization is a stage at which a second language speaker seems to cease making progress toward becoming more targetlike in his or her use of the language, so a "learning plateau" is a reasonable analogy. The comparison wherein "the L2 learner has his own linguistic system" that's still influenced by L1 and other things is known as the "interlanguage." The question researchers cannot conclusively answer is whether or not that "plateau" is reversible after a certain point, be it age, fluency level, etc., in order to start making progress again.

Different people are motivated by different things, which range from need (to pass a test, to get a job, to watch movies without subtitles, to make friends, etc.) to learning style (preferring to study from texts, liking/disliking impromptu, small-talk with people just to practice, preference for/against learning formal rules, and aptitude). It is easy to remember verb conjugations. There is no single formula.

Finding someone who can correct your errors tactfully and effectively most certainly does not need to be demotivating, depressing or draining whatsoever. I'm a very fluent non-native speaker of Spanish, and I actively request that my native speaker (NS) friends correct me when I make a mistake, or use a phrase that sounds funny in their dialect, etc. How else will I learn? It's fascinating to learn little details like that now after so many years. As long as they don't do it in a mocking or condescending way, or at a socially inappropriate time, why wouldn't I want their help? Of course, if you correct a beginner every time they try to utter a sentence, it could be discouraging - and obnoxious - but everything in moderation.

One of the biggest cognitive challenges is whether or not L2 speakers can learn to consciously notice differences between their L2 efforts and the way a NS talks. There are decades of research on this (my own included) and I'll gladly give references if anyone actually cares. Noticing falls into two broad categories. First, the ability to "notice the gap," i.e. hear a NS say a sentence and think, "Hmm, I understand what he meant but I've never heard that word before; it must mean ___" or "I know what he meant but it would not have occurred to me to say it that way; I'll try to remember that for later." The second is the ability to "notice the hole," i.e. when the L2 learner is trying to speak/ write and realizes that his "interlanguage" lacks a word, sound or structure needed to accurately convey his own thought. If he can seek the input necessary to fill the hole, he has a much stronger chance of acquiring it. The thought processes involved during that moment are holding the forms (or lack thereof) in working memory, and the longer it stays there for further processing, the greater the possibility that it is retained in long-term memory for later use. The NS interlocutor can help promote noticing through corrective feedback (also a subject of decades of research, for which I'm also happy to provide resources if anyone is genuinely interested.)

I have been using a variety of strategies for years as a language coach when working with my clients, whether helping IT executives from India and Egypt learn to write more grammatically accurate e-mail or helping priests from Nigeria improve prosodic aspects of their pronunciation (i.e. stress and intonation patterns.) Each person is different. I have found no evidence to support the argument that a person who has fossilized cannot begin to make progress again toward a more target-like L2 use at least in some areas, with the right motivation, input and effort. The question is only about how much progress, in what areas, in how much time, and through what methods.

Another paper suggests that legal services, accountancy and travel agencies will face unprecedented upheaval.


     Economists, however, tend to enjoy making predictions about automation more than they enjoy testing them. In the early 2010s many of them loudly predicted that robots would kill jobs by the millions, only to fall silent when employment rates across the rich world rose to all-time highs. Few of the doom-mongers have a good explanation for why countries with the highest rates of tech usage around the globe, such as Japan, Singapore and South Korea, consistently have among the lowest rates of unemployment.


     Here we introduce our first attempt at tracking AI’s impact on jobs. Using American data on employment by occupation, we single out white-collar workers. These include people working in everything from back-office support and financial operations to copy-writers. White-collar roles are thought to be especially vulnerable to generative AI, which is becoming ever better at logical reasoning and creativity.


     However, there is as yet little evidence of an AI hit to employment. In the spring of 2020 white-collar jobs rose as a share of the total, as many people in service occupations lost their job at the start of the covid-19 pandemic. The white-collar share is lower today, as leisure and hospitality have recovered. Yet in the past year the share of employment in professions supposedly at risk from generative AI has risen by half a percentage point.


     It is, of course, early days. Few firms yet use generative-AI tools at scale, so the impact on jobs could merely be delayed. Another possibility, however, is that these new technologies will end up destroying only a small number of roles. While AI may be efficient at some tasks, it may be less good at others, such as management and working out what others need.


     AI could even have a positive effect on jobs. If workers using it become more efficient, profits at their company could rise which would then allow bosses to ramp up hiring. A recent survey by Experis, an IT-recruitment firm, points to this possibility. More than half of Britain’s employers expect AI technologies to have a positive impact on their headcount over the next two years, it finds.


     To see how it all shakes out, we will publish updates to this analysis every few months. But for now, a jobs apocalypse seems a way off.

     It is, of course, early days. Few firms yet use generative-AI tools at scale, so the impact on jobs could merely be delayed. Another possibility, however, is that these new technologies will end up destroying only a small number of roles. While AI may be efficient at some tasks, it may be less good at others, such as management and working out what others need.


     AI could even have a positive effect on jobs. If workers using it become more efficient, profits at their company could rise which would then allow bosses to ramp up hiring. A recent survey by Experis, an IT-recruitment firm, points to this possibility. More than half of Britain’s employers expect AI technologies to have a positive impact on their headcount over the next two years, it finds.


     To see how it all shakes out, we will publish updates to this analysis every few months. But for now, a jobs apocalypse seems a way off.

       Languages are more to us than systems of thoughttransference. They are invisible garments that drape themselves about our spirit and give a predetermined form to all its symbolic expression. When the expression is of unusual significance, we call it literature. Art is so personal an expression that we do not like to feel that it is bound to predetermined form of any sort. The possibilities of individual expression are infinite, language in particular is the most fluid of mediums. Yet some limitation there must be to this freedom, some resistance of the medium.

       In great art there is the illusion of absolute freedom. The formal restraints imposed by the material are not perceived; it is as though there were a limitless margin of elbow room between the artist’s fullest utilization of form and the most that the material is innately capable of. The artist has intuitively surrendered to the inescapable tyranny of the material, made its brute nature fuse easily with his conception. The material “disappears” precisely because there is nothing in the artist’s conception to indicate that any other material exists. For the time being, he, and we with him, move in the artistic medium as a fish moves in the water, oblivious of the existence of an alien atmosphere. No sooner, however, does the artist transgress the law of his medium than we realize with a start that there is a medium to obey.

          Language is the medium of literature as marble or bronze or clay are the materials of the sculptor. Since every language has its distinctive peculiarities, the innate formal limitations—and possibilities—of one literature are never quite the same as those of another. The literature fashioned out of the form and substance of a language has the color and the texture of its matrix. The literary artist may never be conscious of just how he is hindered or helped or otherwise guided by the matrix, but when it is a question of translating his work into another language, the nature of the original matrix manifests itself at once. All his effects have been calculated, or intuitively felt, with reference to the formal “genius” of his own language; they cannot be carried over without loss or modification. Croce is therefore perfectly right in saying that a work of literary art can never be translated. Nevertheless, literature does get itself translated, sometimes with astonishing adequacy.

1     Space technology is developing fast, and, with every advance, it is becoming more accessible to industry. Today, satellite communications (satcoms) and space-based data are underpinning new ways of operating that boost both sustainability and profitability. Some projects are still in the planning stages, offering great promise for the future. However, others are already delivering practical results.

2     The benefits of space technology broadly fall into two categories: connectivity that can reach into situations where terrestrial technologies struggle to deliver and the deep, unique insights delivered by Earth Observation (EO) data. Both depend on access to satellite networks, particularly medium earth orbit (MEO) and low earth orbit (LEO) satellites that offer low-latency connectivity and frequently updated data. Right now, the satellite supplier market is booming, driving down the cost of access to satellites. Suppliers are increasingly tailoring their services to emerging customer needs and the potential applications are incredible – as a look at the transportation sector shows.

3    Satellite technology is a critical part of revolutionizing connectivity on trains. The Satellites for Digitalization of Railways (SODOR) project will provide low latency, highly reliable connectivity that, combined with monitoring sensors, will mean near realtime data guides operational decisions. This insight will help trains run more efficiently with fewer delays for passengers. Launching this year, SODOR will help operators reduce emissions by using the network more efficiently, allowing preventative maintenance and extending the lifetime of some existing trains. It will also make rail travel more attractive and help shift more passengers from road to rail (that typically emits even less CO2 per passenger than electric cars do).

4      Satellite data and communications will also play a fundamental role in shaping a sustainable future for road vehicles. Right now, the transport sector contributes around 14% of the UK’s greenhouse gas emissions, of which 91% is from road vehicles – and this needs to change.

5     A future where Electric Vehicles (EV) dominate will need a smart infrastructure to monitor and control the electricity network, managing highly variable supply and demand, as well as a large network of EV charging points. EO data will be critical in future forecasting models for wind and solar production, to help manage a consistent flow of green energy.

6      Satellite communications will also be pivotal. As more wind and solar installations join the electricity network – often in remote locations – satcoms will  step in to deliver highly reliable connectivity where 4G struggles to reach. It will underpin a growing network of EV charging points, connecting each point to the internet for operational management purposes, for billing and access app functionality and for the users’ comfort, they may access the system wherever they are.

7   Satellite technology will increasingly be a part of the vehicles themselves, particularly when automated driving becomes more mainstream. It will be essential for every vehicle to have continuous connectivity to support real-time software patches, map updates and inter-vehicle communications. Already, satellites provide regular software updates to vehicles and enhanced safety through an in-car emergency call service.

The energy crisis, climate change and energy transition are all shaking and shaping the global future. “The energy realities of the world remind us that oil and gas will be here for decades to pivot a just, affordable and secure energy transition,” as John Hess, CEO of Hess Corporation, mentioned during the International Energy Conference and Expo in Guyana in February 2023.

2       As someone said, vulnerability is the birthplace of innovation and technology is the driving force behind progressive changes. Nevertheless, how can Guyana play a vital role in reordering energy security? “By embedding innovation earlier in the process, Guyana can skip several steps and avoid what most economies went through” this idea was emphasized several times during the same conference. “If we integrate innovation into Guyana’s process today, there might be some accelerated success.”

3      Guyana can play an essential role in balancing the global energy supply and demand markets and address the energy crisis by becoming a top crude oil producer globally. The goal is to become competitive in the global oil and gas market and this can be achieved by attracting and establishing partnerships with companies that can bring increased efficiency and productivity to the local oil and gas operations, from exploration and production to storage and transportation. For Guyana, this means that improvements in regulations, a transparent, secure and competitive environment for foreign investment, and incentives from the government can serve as catalysts for technology and innovation.

    Collaborating with universities and creating a business innovation hub mentality for young entrepreneurs with government support, like loan guarantees, grants, and tax credits, will also spur the industry.

5       Innovative technology will play a critical role in climate change. The oil and gas sector must reduce its emissions by at least 3.4 gigatons of CO2 equivalent a year by 2050 – a 90 % reduction in current emissions. Guyana today can become a world leader in setting a benchmark around flaring and it’s possible for the country to achieve zero-flare objective, because “from day one the right solutions and the right technologies were properly planned and properly positioned in order to enable the extraction and the production with almost zero carbon footprint”, as the Emissions Director at Schlumberger vocalized about a year ago.

     Innovations and technologies are key to the energy transition, from floating wind farms to solar photovoltaic farm developments, waste-to-fuel projects and green hydrogen, shaping Guyana’s energy transition and future. All this requires not only massive financial support but an innovationoriented and technology-friendly environment, with a strong emphasis on education, training and research. Nevertheless, the decision in Guyana on what technologies to adopt and how much to innovate will have a big impact on results over the long term and the government should base it on a clear vision and roadmap.
