É óbvio supor que o que a afirmação infere ocorre também no Brasil, mas como não é mencionado no texto, acredito que a questão deveria ser anulada, uma vez que a inferência pode ser feita com base no que sabemos e vivemos por sermos brasileiros, mas não com base no texto.
