 Systems developers maintain, audit and improve organisational support systems by working on the internal operations of computers, using existing systems or incorporating new technologies to meet particular needs, often as advised by a systems analyst or architect. They test both hard and software systems, and diagnose and resolve system faults.
   Their role also covers writing diagnostic programs, designing, and writing code for operating systems and software to ensure efficiency. When required, they make recommendations for future developments. Depending on the type of organisation, developers can become either systems or applications specialists.
   The work undertaken by systems developers is generally of a highly complex and technical nature, and involves the application of computer science and mathematics in an environment which is constantly evolving due to technological advances and the strategic direction of their organisation.

The system programmer installs, customizes, and maintains the operating system, and also installs or upgrades products that run on the system.

The system programmer might be presented with the latest version of the operating system to upgrade the existing systems. Alternatively, the installation might be as simple as upgrading a single program.

The system programmer must be skilled at debugging problems with system software. These problems are often capturedin a copy of the computer’s memory contents called a dump, which the system produces in response to a failing software product, user job, or transaction. Armed with a dump and specialized debugging tools, the system programmer can determine where the components have failed. When the error has occurred in a software product, the system programmer works directly with the software vendor’s support representatives to discover whether the problem’s cause is known and whether a patch is available.

A transição democrática brasileira, que se iniciou no regime militar e se consolidou com a Constituição Federal de 1988, alterou profundamente a dinâmica das relações entre Estado e sociedade. Um dos campos visíveis dessas transformações é o casamento entre representação e democracia. É possível afirmar que, até então, em nenhum momento, a representação democrática — fundada em um sistema de checks and balances e de delegação universal da soberania dos indivíduos — havia sido constituinte das relações entre Estado e sociedade no país ou havia tido primazia sobre as demais formas de se pensar e estruturar a representação. Tampouco haviam surgido alternativas capazes de contestar o exercício da representação restrito à esfera estatal e de repensar a dualidade Estado e sociedade.

O cenário político pós-1988 é completamente diverso. A democracia deixa de ser uma ideia subjacente para se tornar a ideia-força organizadora da representação. Nesse processo, o sistema político passou por um movimento intenso de inovação institucional marcado pela pluralização do sistema partidário, pela democratização do sistema eleitoral, pela reorganização político-administrativa do país, pela ampliação das responsabilidades do Estado no provimento de direitos sociais e pela criação de canais variados de interação entre o Estado e a sociedade e de expressão da soberania popular. Como se pode perceber, as mudanças não ficaram restritas à dimensão eleitoral e estatal da representação, mas atingiram a esfera de atuação da sociedade civil. A consolidação do sufrágio universal, como meio de influência do cidadão na esfera pública, veio acompanhada de formas descentradas de manifestação da pluralidade, as quais situam as eleições como apenas um dos momentos de julgamento político.

In the short term, the justice system can gain consistency by striving for standardization and by publishing the result of that effort. Broadly speaking, the court system resolves disputes by providing answers where the parties themselves cannot find them. It generates public trust by honouring arguments with new solutions, and this fundamental task must be supported by proportional and adequate use of technology, never reduced. In this sense, judicial organizations need to pay serious attention to their information technology policies to guarantee that justice is served.

Public guidelines for frequently occurring decisions can fulfil the need for consistency. Automating the guidelines can be a next step. Public guidelines can reduce the number of points in dispute, and perhaps even entire disputes, to be put before the judge. Thus, increasing consistency also shortens turnaround time.There is more to this than just implementing technology, however. Developing routines and public guidelines require active work on the part of the judges and their staff in the courts.Judiciaries need to be responsible for their own performance as administrators of justice.
